19 of the Russian's 21 titles have been achieved on hard surfaces
A resurgent Medvedev secured his first championship for nearly 30 months with success over opponent Moutet in the Almaty Open championship match.
The Russian, a ex- world number one, has endured a difficult season, managing just one win at the Grand Slams and experiencing a setback at the New York tournament.
Medvedev's unpredictability on the professional circuit - and struggles with his service game in particular - caused him falling of the world's top 10 and eventually separating with long-time trainer Cervara.
Presently training with Thomas Johansson and Goetzke, the tennis star has gradually advanced in the last few weeks - culminating in a tightly fought competitive win over Frenchman Corentin Moutet.
This represents his initial title following the Rome competition and initial on a hard court from that period of the previous year.
Success also signifies he has won twenty-one championships at 21 distinct competitions.
"For the first time I'm at a competition with my two daughters simultaneously, so to get a title is especially meaningful," said ranked player Medvedev.
"This championship is in tribute of my younger daughter her name, because the initial championship I won when my first daughter my daughter was born was for her."
The athlete, the 2021 US Open champion, had been defeated in his past six finals, including in the German tournament previously this season.
The player's counter-punching play style and frequent reactions on the tennis court had led observers to question if his skill to compete at the highest level was finished.
But the player has made changes in the past month, making an effort to come to the net and compete positively, backed up by an enhanced service.
The champion recovered from a deficit in the opening set against the challenging Frenchman, winning four of the last five games to gain the advantage.
Both players exchanged break points in the second set before Moutet, striving for his initial ATP Tour victory, took control to push for a decider.
He rescued four early break points in a tight third set before the Russian broke to 15 to serve for the match.
Fittingly, Medvedev clinched victory with a shot at the net, with Moutet incapable to manage a shot after a lengthy match.
